The IUCN Red List of Bird Species: How Threat Status is Assessed
The IUCN Red List of Threatened Species is the world's most comprehensive assessment of the conservation status of plants, animals, and fungi. For birds, BirdLife International manages the assessment process on behalf of the IUCN, applying a standardized set of quantitative criteria to data on population size, trend, range extent, and extinction probability. The resulting categories — Extinct, Extinct in the Wild, Critically Endangered, Endangered, Vulnerable, Near Threatened, Least Concern, and Data Deficient — are not subjective judgments. They are the output of a rule-based system that can be applied consistently across all species and reviewed when new data arrives.
The criteria: what actually determines Red List status
The IUCN criteria consist of five independent tests, labeled A through E. A species qualifies as threatened under any one of them.
Criterion A covers population reduction. A species meets Criterion A for Critically Endangered status if its population has declined by 80 percent or more over the last ten years or three generations (whichever is longer), based on observed, estimated, inferred, or suspected trends. The three-generation rule matters for long-lived species: an albatross with a 70-year generation time would need a 210-year baseline, but the criteria cap the timeframe at 100 years in practice.
Criterion B covers restricted range and fragmentation, decline, or fluctuation. A Critically Endangered designation under B requires an extent of occurrence below 100 square kilometres or an area of occupancy below 10 square kilometres, combined with evidence of fragmentation, decline, or extreme fluctuation. Many Philippine and Indonesian island endemics qualify under this criterion because their entire range fits within a single island or mountain range.
Criterion C applies to small and declining populations. A species with fewer than 250 mature individuals and a continuing decline is Critically Endangered under C. Criterion D applies to very small populations (below 50 mature individuals for Critically Endangered) regardless of trend. Criterion E is a formal extinction probability analysis: a probability of extinction in the wild of 50 percent or more within 10 years or three generations qualifies for Critically Endangered.
Current global status of birds
Of the approximately 11,000 described bird species, around 1,400 are currently assessed as globally threatened (Critically Endangered, Endangered, or Vulnerable). A further 1,000 or so are Near Threatened — declining but not yet meeting the numerical thresholds for threatened status. Around 225 species are Critically Endangered; of these, approximately 40 are flagged as Critically Endangered (Possibly Extinct) — species for which there is strong reason to believe extinction has occurred but insufficient evidence to declare it confirmed.
The Spix's Macaw (Cyanopsitta spixii) was declared Extinct in the Wild in 2019, with a small captive population remaining in a Brazilian breeding program now working toward reintroduction. The Cryptic Forest Falcon (Micrastur mintoni), described as a new species from Brazil in 2002, is assessed as Near Threatened based on the rate of forest loss within its range rather than direct population data.
What "Data Deficient" means
Data Deficient is a category that generates confusion. It does not mean a species is likely common; it means there is insufficient information to apply the criteria in either direction. Species in poorly documented regions, species described recently from limited material, or species whose taxonomy is uncertain may all be Data Deficient. In practice, many Data Deficient bird species are suspected to be threatened but lack the survey coverage to confirm or quantify the status. Conservation attention to Data Deficient species is warranted for exactly this reason.
How assessments are updated
BirdLife International conducts comprehensive reassessments of all bird species every four years for the IUCN Red List. Between comprehensive cycles, urgent updates are triggered by new survey data, a new threat (disease, invasive predator, recent land clearance), or a major taxonomic change that splits a formerly widespread species into restricted-range ones. The splitting of the Olive-backed Sunbird complex in Southeast Asia, for example, created several new species whose restricted island ranges would qualify them for threatened status under Criterion B.
Birders contribute to this process through eBird data, published trip reports, and directly submitted survey data to BirdLife national partners. A well-documented series of point count surveys from a site holding a Data Deficient species may be the data that triggers a reassessment and produces a conservation action plan.
Red-listing as a tool for legal protection
Red List status does not create legal protection directly — IUCN is a scientific body without regulatory authority. But Red List assessments are cited in national and international legal frameworks. The Convention on International Trade in Endangered Species (CITES) uses IUCN data in listing decisions for trade restrictions. The EU Habitats and Birds Directives, which mandate Special Protection Area designations across member states, draw on Red List data for species requiring specific habitat protection. In many countries, national threatened species lists are derived from or cross-referenced with the IUCN Red List.
The practical implication for birders: accurate field reports of threatened species, documented through eBird or BirdLife partner schemes, directly feed the data quality that underpins the legal and policy instruments protecting the birds they care about.
How to use the Red List effectively
The IUCN Red List is the most comprehensive authoritative database of species conservation status, but using it effectively requires understanding its methodology and limitations. The Red List assesses extinction risk using quantitative criteria — population size, rate of decline, geographic range size, and probability of extinction — rather than qualitative judgments. Understanding these criteria helps interpret what a given category actually means.
The most commonly encountered categories in birding contexts are Vulnerable (VU), Endangered (EN), and Critically Endangered (CR). Vulnerable means meeting at least one of the IUCN threshold criteria — for example, a population reduction of 30-49% over the past ten years, or a restricted range below 20,000 square kilometres with continuing decline. Endangered means the thresholds are more severe: a 50-69% reduction, or a range below 5,000 square kilometres. Critically Endangered involves a reduction greater than 80%, a range below 100 square kilometres, or a calculated probability of extinction greater than 50% within ten years.
The species assessed as Critically Endangered receive the most conservation resources, but the highest number of birds at risk are in the Vulnerable category, where the scale of the problem often exceeds available funding. The 2024 State of the World's Birds report (produced by BirdLife International and the Cornell Lab) identified that 49% of all bird species have declining populations, but most declining species are still assessed as Least Concern (LC) because they remain common enough not to meet the quantitative thresholds.
For birders, the most practically useful Red List application is understanding the basis for status claims in field guides and trip reports. A bird described as "Vulnerable (VU)" in a field guide entry carries a specific meaning: the species meets at least one of the quantitative criteria for elevated extinction risk. BirdLife International is the official IUCN Red List authority for birds, reviewing and updating species assessments annually. Key statistics from the current assessment
The most recent IUCN Red List assessment of birds (integrated into the BirdLife State of the World's Birds 2022 report) found: 1,481 bird species globally threatened (Vulnerable, Endangered, or Critically Endangered), representing 13% of all known bird species. Of these, 236 are Critically Endangered — the highest-risk category. The top three threats driving Red List assessments are agriculture and aquaculture (affecting 74% of threatened birds), logging (50%), and invasive species (35%). Island endemic species are disproportionately represented in the Critically Endangered category, reflecting both their small population sizes and the severity of invasive predator impacts.
